What is required by OSHA?

Regarding OSHA, there are no federal vertical standards for oil and gas well drilling or servicing. However, horizontal standards apply to all industries. These would include: OSHA’s General Industry Standards (29 CFR 1910), OSHA’s Construction Standards (29 CFR 1926) and General Duty Clause of the Occupational Safety and Health (OSH) Act.

What is required by Texas?

The Texas Administrative Code, Title 16, Economic Regulation, Part 1, Railroad Commission of Texas, Chapter 3, Oil and Gas Division sets some standards for personnel training in addition to what is required by OSHA. Depending on the employees job, there may be further requirements.

According to the Bureau of Safety and Environmental Enforcement, BSEE, a mandatory SEMS program can enhance the safety and environmental protection for offshore oil and gas drilling operations. This includes providing training in safe work practices, technical training for your employees as well as contractors.

Additional Requirements

American Petroleum Institute has Recommended Practices for the Occupational Safety for Oil and Gas Well Drilling and Servicing Operations (54). Section 18.2 covers training and states that “Personnel directly involved in gas, air, or mist drilling operations should be trained in the use of emergency shutoff, blowout preventer, and firefighting equipment.” Also, “Personnel should be familiarized with the air or gas supply and circulating system.” OSHA has been known to site violations from API 54, as well as other API, ASME/ANSI, and NEC standards and codes.
